China Update - MSA Regional Notices on SPROs - 2nd January 2012


A number of local MSAs have now issued their local Notices. Here is a brief summary with attachments for information:

Ningbo: We have heard that the Ningbo MSA announced that they will delay enforcement of the SPRO agreement requirements until 1 Feb 2012. There has been no official circular to support this news yet. When a circular is obtained, it will be circulated.

Zhoushan: We have also heard that there may be a postponement of the requirements in Zhoushan, but this is also yet to be confirmed.

Tianjin: We attach a Notice issued by the Tianjin MSA with supplemental notes for information.

Hebei: We attach a Notice issued by the Hebei MSA, for information.

Liaoning: We attach a retainer fee charging structure issued by the Liaoning MSA:

Yingkou: A notice has been issued regarding Yingkou port. Only one SPRO has been approved in this port but it is not a level I SPRO. The attached notice includes information on contracting with level I SPROs if this is necessary for calls at this port.

Shanghai: A notice issued by the Shanghai MSA concerning the regime of contracting with SPROs is attached

MARPOL Annex VI limits sulphur oxide and nitrogen oxide emissions from ship exhausts. It prohibits deliberate emissions of ozone depleting substances and establishes more stringently controlled special SOx Emission Control Areas (SECAS)
