China SPROs Update - Sunday 18th December

Further to our Update of Friday 16 December, clarification has now been provided by the MSA that a foreign operator without a branch, office or representative in China can contract with an individual SPRO or with a consortium of SPROs. A consortium must inform MSA of its arrangements. Depending on the structure of the consortium, it may be possible for the main SPRO to contract on behalf of the other SPROs in the consortium without the necessity of the owner signing contracts with the individual SPROs in the various ports. However, we have not yet heard of an arrangement which has reviewed and approved by the MSA.

We will keep the Members updated as soon as we hear more information on consortia of SPROs, or any other information which may be of interest to the Members.

In the meantime, Members requiring further information should contact Helen Huang (Tel:+852 2832 4436 email: helen.huang@thomasmiller.com) or Dr Chao Wu (Tel: +44 20 7204 2157 email: chao.wu@thomasmiller.com)
