Certification Procedure
The following is the procedure for Singapore flag vessels as advised to Singapore Shipping Association members on 22nd September 2008 (Ref: SSA/113/08/EML) A further circular in respect of non Singapore registered ships of non-party States is expected in the near future. 

Further to the previous circular (SSA/110/08/EML dated 5 September 2008), please be informed that MPA has just released a Shipping Circular (SC No. 26 of 2008 dated 19 Sep 2008), urging the shipping community to take necessary action to comply with the Convention.

Members are further requested to note the following:
· MPA will charge S$60 for each Bunker Convention Certificate (BC Certificate).
· BC Certificates will be issued by the Singapore Registry of Ships (SRS).
· Applications may be made by mail or email. Electronic submissions are expected to be available in November 2008.
· Currently, MPA will only recognise Blue Cards issued by the 13 principal clubs of the International Group. 
· Shipping Circular 26 of 2008 only applies to Singapore-flag vessels. For foreign-registered vessels of non-party States calling at Singapore, MPA will be issuing a Port Marine Circular in the near future.

Miscellaneous
Foreign flag vessels that are issued with a certificate by Singapore just for the purposes of entering the port are issued the certificates electronically which is in line with the port’s paperless electronic port clearance procedures. It is unlikely that these electronic certificates will be accepted by ports in other State parties though and members in possession of them should also obtain a hard copy certificate from another State party.
