The Club would like to remind Members of the air quality emissions requirements for North America and California after two cases where vessels have been fined for not performing the fuel switch over. Members should ensure that all vessel Masters and Chief Engineers are familiar with the requirements and perform the necessary fuel change over at the required nautical mile mark.

Annex V of the MARPOL Convention aims to eliminate and reduce the amount of garbage being dumped into the sea from ships. Its terms include all kinds of food, domestic and operational waste that are likely to be disposed of during the normal operation of the ship. Amendments to Annex V were adopted by resolution MEPC.201(62), which entered into force on 1 January 2013.

The United States Coastguard has published an Interim Rule which implements the revised MARPOL Annex V garbage regulation of which amendments entered into force on 1st January 2013. The Interim Rule revises US Regulations (33 C.F.R. Part 151) to reflect US requirements under Annex V.

All Members and brokers should have been contacted by Firebrand Insight with a personal online survey which is being undertaken on the Club’s behalf. Whilst the survey has enjoyed a significant response already, the Club is eager to obtain a high level of participation in order to capture the variety and diversity of different Members needs and views. It recognises that its membership embraces a considerable range of ship types, trade sectors, regional and international trades and corporate organisation. The aim is to examine responses in detail to understand the nuances in service and performance that such a broad membership requires.

A joint Canada/US Bulletin to the Maritime Industry on Asian Gypsy Moth Control and Inspection Measures. The bulletin outlines control and mitigation measures for vessels calling in specific ports with high risk of Asian Gypsy Moth infestation.

The United States Coast Guard has recently posted two useful updates to its resource page on ballast water management. Its extensive list of frequently asked questions (FAQ) on the subject clarifies topics ranging from the definition and applicability of ballast water standards through to type approval of ballast water management systems. These FAQs were augmented and updated on the 5th April.
