IMEC letter of endorsement re IG position on 'Garnishment' - 29 November 2013

Following discussion with the International Group of P&I Clubs on the above subject, the International Maritime Employers’ Council, representing some 185 of the worlds’ foremost maritime employers, ship owners and managers, with responsibility for the employment of some 210,000 seafarers worldwide, including approximately 80,000 Filipino seafarers, fully and totally endorses the position paper produced by the IG.

The issue of garnishment in the Philippines is an issue that the Council firmly believes is of detriment to the employment of Filipino seafarers, and is a problem that has grown consistently over many years. Any efforts to curb the growth of garnishment and provide a fair and equitable process should be supported and given due regard.

In our support, the Council would like to thank the work and endeavours of the IG Sub-Committee on Personal Injury, for their work and continuing efforts to seek practical solutions to this issue, which will continue to be supported by this body.

In closing, we would strongly hope that the Government of the Philippines, and its relevant departments, take the input of the Industry through the International Group seriously; and endeavour to work with the industry to provide a solution that will assist in maintaining the provision of Filipino seafarers in a fair and transparent system.
