Updates to BMP4


Last week the Club posted on this website The International Chamber of Shipping (ICS) and the European Community Shipowners Association (ECSA) general guidance chart on Flag State Rules on the use of private armed guards to protect ships from piracy. The pdf can be downloaded here.

Another essential resource in the fight against piracy the shipping industry's Best Management Practice to deter Piracy off the Coast of Somalia and Arabian Sea Area has also been updated. It is now in its fourth edition.

BMP4 has been produced by the shipping industry in consultation with EUNAVFOR, the NATO Shipping Centre and the United Kingdom Maritime Trade Operations Office (UKMTO). This fourth edition includes updates to the boundaries of the High Risk Area which is now defined as an area bound by Suez, and the Strait of Hormuz to the North, 10 degrees South, and 78 degrees East. The Northern boundary, which is now defined as the Strait of Hormuz.

An Executive Summary has been included at the beginning of the document highlighting the Three Fundamental Requirements of BMP which are: 1. Register with MSCHOA. 2. Report to UKMTO. 3. Implement Self Protection Measures (SPM’s).

There are several other changes of note to BMP4, including a revision to section 5 - “BMP Reporting Procedures” which clarifies reporting requirements for MSCHOA and UKMTO. Changes to; Section 6 - Company Planning, Section 7 - Ship’s Master’s Planning, Section 8 & Section 12. A new section on Armed Private Maritime Security Contractors includes a reference to IMO guidance included on the MSCHOA and NATO Shipping Centre websites.

BMP4 replaces the previous copy and it is recommended that Members review this copy and distribute it among their masters and crew.

Security advice augmenting BMP4 is available on The Maritime Security Centre – Horn of Africa (MSCHOA) web site www.mschoa.org. as well as on the Club’s dedicated piracy resources page which is regularly updated with industry news, links and advice.
