China oil pollution regulations take effect
The Regulations of the People’s Republic of China on the Prevention and Control of Marine Pollution from Ships became effective on 1st March.
Because of the continuing uncertainty regarding the implementation of these we have compiled a special web page of materials and references on the Regulations. A free translation into English of the Regulations has been added to this page as well as a 24 hour service line contact number for China Marine Services for use in the event of difficulties with port entry.
Latest Technical Bulletin - AIS
Our Club ship inspectors have noted that a number of ships are not updating or entering wrong information in their Automatic Identification Systems (AIS). This inaccurate information may have a detrimental effect on the safety of vessel and hinder search and rescue operations and so has been highlighted in our latest Technical Bulletin.
Since the 31st December 2004, Regulation 19 of SOLAS Chapter V has required AIS to be fitted aboard all ships of 300 gross tonnage and upwards engaged on international voyages, cargo ships of 500 gross tonnage and upwards not engaged on international voyages and all passenger ships irrespective of size.
Ships fitted with AIS should maintain the equipment in operation at all times and basic information including ship’s identity, type, position, course, speed, next port, eta and other navigational status must be entered.
This AIS information is required by Vessel Traffic Services (VTS) to manage ships in areas of high density traffic and for coordinating search and rescue operations. The information is also used for accident investigation.
Typical oversights include not listing calls at bunker ports, incorrect destination or ETA, or failing to enter the ship’s arrival or departure from a port.
