Chairman, UK P&I Club

Welcome to the UK P&I Club Athens Forum on "Life at Sea - tackling the future crewing challenges".

This is the third major forum the Club has held, the last one being in 2005 in Athens when our topic was "Criminalisation in the Maritime Context". We hope that the topical issue of crewing will be of interest to you and that it will evoke some useful discussions.

I am sure that under the energetic guidance of the Chairman of the Forum, Mr Chris Horrocks, former Secretary General of the International Chamber of Shipping, the morning will be stimulating and will cover issues such as supply and training, standards and competence, experience and length of service, welfare, industrial relations and the impact of legislation.

We have managed to organise a most impressive line-up of speakers and I would like personally to thank them all in advance for agreeing to present at the Forum and for their contribution to this event. In some cases they have travelled a long way to be here.

On home territory, I am very pleased to welcome Nicos Efthimiou, President of the Union of Greek Shipowners, to launch the Forum.

Our speakers, who follow, are: Mr. David Dearsley, Secretary General of the International Maritime Employers' Committee; Mrs. Doris Magsaysay Ho, President and CEO of Magsaysay Maritime Corporation, Manila; Mr. John Millican, Director of Warsash Maritime Academy, Southampton, Capt. Hiroshi Sekine, Managing Corporate Officer, NYK, Tokyo, and Capt. Howard Snaith, Marine Director, INTERTANKO.

I hope that by bringing this very knowledgeable panel of speakers together, we will stimulate a thought provoking morning. Please participate in the discussion session at the end of the Forum, and continue the theme at the lunch following the Forum.

We are holding the Forum to coincide with the UK P&I Club's Board meeting which took place here in Athens yesterday. The Board meetings are held quarterly, at various locations around the world. Key decisions are made and direction is given to the Club on behalf of the shipowner and charterer Members. It is not surprising that Athens features regularly in the calendar for the Club's Board meetings given the UK Club has more Greek tonnage than any other club in the International Group.

Chris Horrocks CBE


Former Secretary General, International Chamber of Shipping

Chris Horrocks joined the shipping industry in 1969 after reading English at Oxford University.

He retired as Secretary General of the International Chamber of Shipping (ICS) in September 2006, a post he had held for 28 years. In 1990 he had also assumed the roles of Secretary General of the International Shipping Federation (ISF) and Chief Executive of Marisec, the company formed by ICS and ISF to provide secretariat services in the international maritime sector.

Throughout this time he was responsible for consolidating the views of 40 national shipowners' associations worldwide.

During his working career he represented the shipping industry at many international meetings, and presided over or presented papers at many shipping conferences. He as a Governor of the World Maritime University in Malmö, Sweden from its formation until 2006, as well as a Visiting Professor. In 2004 he was declared the "Shipping Personality of the Year" by the Seatrade Organisation, while in 2006 he received the prestigious Halert C Shepheard Award in the United States for "outstanding contribution to merchant marine safety". In January 2006 he was made a CBE for services to the shipping industry in the Queen's New Year's Honours List.

Outside shipping he is President of the Rugby Fives Association, the governing body for the wonderful game of rugby fives. Living in London, he is married
with two grown-up children.


Nicos D. Efthymiou


President of the Union of Greek Shipowners

Nicos D. Efthymiou was born in Athens. He studied Maritime Transportation at City College of London. After graduating he served his military service in Greece as a reserve officer of the Hellenic Coastguard.

In 1970 he joined the family shipping business in London and in 1980 he took over the general management. Efthymiou Shipping Group was founded in 1936 by Dimitrios N. Efthymiou. The company D. Efthymiou Shipping S.A., has been managing a number of newbuildings and second hand dry bulk cargo ships of all types.

In February 2003 he was elected President of the Union of Greek Shipowners, having been a member of its Board of Directors for the previous twenty-two years and for the last six of them as Vice-President. Before his election as President he has also been Chairman of the UGS Labour Issues Committee.

For several years, he has been a member of the Board of Directors of the Hellenic Chamber of Shipping and a founding member of HELMEPA and a member of its Board of Directors. During the last nine years he has been a member of the Board of Directors of the European Community Shipowners' Associations (ECSA). Since April 2004, he is member of the Board of Directors of the National Bank of Greece.

On several occasions, he has participated in the UGS delegations to foreign countries and international organizations.


David Dearsley


Secretary General of IMEC

David Dearsley served at sea with the British and Commonwealth Shipping Company as a deck officer on general cargo ships before coming ashore to work in the company's marine personnel department.

Later David transferred to Gulf Oil Marine, as Fleet Personnel Officer and then to the eneral Council of British Shipping. In the GCBS, David first worked as Manager in the labour supply operation that at the time supplied some 3,000 British seafarers each week to UK companies, and was then appointed Manager of Industrial Relations Legislation and Policy.

In 1984 David became the Secretary of the International Shipping Federation and at the same time he was appointed Secretary General of what was then a relatively small organisation, the International Maritime Employers' Committee. In March 2003 David stood down from his ISF role to concentrate on IMEC activities, while remaining as a part-time adviser to ISF on labour affairs until the ILO Maritime Convention was adopted in March 2006.

In addition to his IMEC role, David is also Secretary to two bodies responsible for conducting pay negotiations with ITF, the Joint Negotiating Group and the International Bargaining Forum.


Doris Magsaysay Ho


President and CEO, Magsaysay Inc.

Doris Magsaysay Ho is President and CEO of the Magsaysay Group of Companies, which is involved in shipping and human resources services.

Established in the Philippines in 1948, Magsaysay expanded from its roots in shipping to people resource providers. Magsaysay is present in the Philippines,Indonesia, Thailand, China, Eastern Europe, Central America and North America. The company prepares its people for a diverse range of positions for the maritime, cruise, healthcare and hospitality industries.

Its shipping arm, Magsaysay Transport and Logistics Group, operates in the Philippine trade with container liner and tanker services. Its affiliate, Fairmont Shipping Limited, based in Hong Kong, Vancouver and London, operates in the dry bulk trade.

Guided by its principles of caring for people and investing in training, Magsaysay has been twice awarded by Lloyd's List Maritime Asia as Manning Agent of the Year, in 2005 and 2006.


John Millican


Director, Warsash Marine Academy

John Millican began his career at sea as a deck officer with the British and Commonwealth Shipping Company.

Since coming ashore in 1982, he has been concerned with the education and training of professional seafarers. After several years in teaching and management roles, he took over as Director of Warsash Maritime Academy in 2001. He is also a member of the senior management team of Southampton Solent University and a company director.

John sits on the UK's Merchant Navy Training Board and is an active member of the Institute of Marine Engineering, Science and Technology. He has given papers on a variety of topics related to maritime training and management.


Hiroshi Sekine


Managing Corporate Officer, NYK Line

Captain Hiroshi Sekine is the Managing Corporate Officer for NYK Line.

He has had a long career in the maritime industry. Captain Sekine has been with NYK for over thirty years. In 1976 he joined as Third Mate.

In 1985 he joined the Marine Division of NYK Tokyo, and returned to sea in 1989 rising to the rank of Master in 1994.

During his time at NYK, Captain Sekine was Manager of LNG Carrier Operation Team, General Manager, Safety and Environmental Management Group.

Captain Sekine has published work on Bridge Team Management, Basics of LNG Carrier Operation and Case Studies: Ship Engine Trouble. He is also a Lecturer of Tokyo University of Marine Science and Technology.


Howard N. Snaith


Marine Director, INTERTANKO

Captain Snaith first went to sea in 1979 and during the 17 years he spent at sea, sailed in all ranks up to and including Master, on different vessels including gas, chemical, oil tankers, bulk carriers, container ships, and passenger cargo vessels, eventually sailing as Master on chemical tankers.

e is a UK qualified Class 1 Master Mariner and is a member of the Nautical Institute and Baltic Exchange. He was a team leader with the UK Marine Pollution Control Unit that headed up a short notice strike force to handle chemical incidents in UK waters; he also spent time in Saudi Arabia as a quality/quantity surveyor for oil, chemical and gas products with Caleb Brett. Since coming ashore he has undertaken a variety of roles including Fleet Manager with MOL Tankship Management Ltd, for their chemical and oil fleet, marine consultant, where he handled a variety of issues, including expert witness in arbitration and Admiralty Law courts, salvage master, offshore heavy lifts, and warranty and towage surveys.

He was also an accredited CDI inspector before joining INTERTANKO over eight years ago.
