Pollution fines - Alexandria (Egypt)

Further to Bulletin 6 - 6/97 - Deballasting Problems - Ukraine, we have been advised by a master of a similar incident in Alexandria Egypt. Reportedly there is an area in Alexandria Port where small chemical ships berth where much of the port debris, floating oil etc gathers. On two trips this master has reported two separate incidents where he has been faced with fines starting at US$ 10,000 for alleged pollution, caused by his segregated ballast tank water. In both cases after a lot of time consuming argument, both claims were settled by paying US$ 500 (in cash) a large quantity of cigarettes and a selection of delicacies from the food locker.
