Oil spill response and vessel rates - Singapore

The Maritime and Port Authority of Singapore (MPA) and the International Tanker Owners Pollution Federation Limited (ITOPF) signed a Memorandum of Understanding (MOU) on Oil Spill Response & Vessel Rates.

With the signing of the MOU, the MPA has amended the charges that it levies for fire-fighting, oil spill response and anti-pollution services (OSR services) set out in the MPA notification on scale of dues, rates and general fees. These rates are considered reasonable by ITOPF when these resources are used in response to pollution incidents involving ships entered in the International Group of P&I Clubs.

The MOU was agreed at the International Chemical and Oil Pollution Conference and Exhibition (ICOPCE) on 24 September 2007, and is detailed in the MPA Port Marine Circular No. 6 of 2007. The MOU (Appendix A of the Port Marine Circular) is attached to this bulletin.

Appendix B of the Circular details the new charges to be levied by the MPA for its OSR services and is attached to this bulletin. Where the OSR services are provided by the MPA’s supporting oil spill response agencies, the charges shall be computed according to the applicable rates set out in Appendix C of the of the Circular, which is also attached to this bulletin.
