The Club's Pre-Employment Medical Examination Programme

Why the programme is effective:
The PEME Programme has proven to be the leading loss prevention initiative within the UK Club. It is evident from the statistical findings that it has provided a system for proper accountability by the clinic on the quality of the pre-employment medical examinations. It has also led to consistency in a high examination standard to protect a shipowner from claims arising from medical defects that should have been detected during the examination.

Participating shipowners are provided with a proven system for managing this aspect of crew risks and thus they benefit by having a fitter and healthier crew. This programme is the most extensive and inclusive system in the industry.

According to Phil Nichols, Regional Director, UK P&I Club - "An unfit crewman will have, or is likely to cause a major incident due to illness; so it's not just medical costs and sick wages that are at stake. Consider a few avoidable interruptions: delay in journey, disruption aboard vessel and unhappy customers or passengers."

Programme Objectives:

  • Screen out medical conditions during pre-employment exam
  • Reduce the value and volume of illness and repatriation claims
  • Continue delivering a proven value added service to Members
  • Expand clinic network in response to Member needs
  • Ensure the needs of Programme Members continue to be met

October 2006
Sophia Grant and the PEME Programme Medical Consultant, Dr. Sally Bell, recently undertook an audit of the 7 existing Manila clinics. During October 2006 the auditors spent over 9 days in Manila. Prior to the audit each clinic was sent a pre-visit questionnaire. The audit visit itself lasted approximately 3-4 hours and included an interview with the medical directors and key staff. Whilst in Manila Ms Grant and Dr. Bell also visited the Club correspondents and 8 other clinics and medical facilities not involved in the Programme.

After the busy schedule in Manila was completed Ms Grant and Dr. Bell travelled on to Thailand where the Programme's existing facility in Bangkok was also the subject of a full audit visit.

Ms Grant then travelled on to Hong Kong where she gave a presentation on the PEME Programme to the Thomas Miller (Asia Pacific) claims staff. The presentation was followed by a lunch for the participants.

Following the completion of the audit schedule in Manila and Bangkok each clinic was provided a summary of the report and list of recommended Best Practice Ideas for the future.

September 2006
Bio-Medica International S.A. is the latest clinic to be approved by the PEME Programme. Bio-Medica International S.A. will provide enhanced medical screening facilities for members of the PEME Programme at their branches in Bucharest, Romania.

Bio-Medica International S.A. was founded in 1992 by a team of medical professionals with extended US management experience. During this period it has become well known in Romania as a private provider of the highest quality medical services. The diagnosis and treatment centre is open seven days a week and provides over 25 different medical specialities offered by trained specialists.

Members wishing to use the facilities of the new clinic are invited to contact the PEME Team.

August 2006
The PEME Programme is pleased to announce it has entered into an agreement with an American healthcare provider to manage the PEME scheme in the United States of American and Canada. Maritime Medical Services, based in Hamilton New Jersey, will arrange appointments for crew medicals with their 12,000 affiliated physicians. Maritime Medical Services will also collate and enter examination results directly into the Club medical database. Any members wishing to learn more about pre-employment examinations in the United States should contact the PEME Team for more information.

July 2006
PEME Programme plans for expansion. Programme Director Sophia Grant and Medical Consultant Dr. Sally Bell visited Bucharest in Romania to audit prospective clinics for the PEME Programme. Following the visit one facility was shortlisted by the Club. Further announcements will be made once negotiations have been finalised.

June 2006
The PEME Programme has expanded their clinic network within India. Four new clinics have been appointed:- 3 branches in Mumbai and one in Chennai bring the total number of approved PEME clinics in India to 11. India remains the second largest area for crew recruitment for the PEME Programme members. Over 5000 crew have been screened through the Programme's Indian clinics to date.

December 2005
The PEME Team are pleased to announce the accreditation of the Programme's first clinic in the Ukraine. The Odessa National Maritime Agency's Medical Clinic "Academmarine" will perform pre-employment medicals on the member's crew recruited from this traditional shipping area. Any members interested in using the facilities of "Academmarine" should contact the PEME Team in the first instance.

The PEME Team are pleased to advise two of their Indian clinics - Kaifak Medicare (Nariman Point) and Kaifak Medicare (suburban) Andheri clinic - have been accredited with ISO 9001:2000, the Quality Management System, by the International Certifications Services (Asia) Pvt. Ltd. Congratulations to Medical Director Dr M K Memon and all Staff at both locations.
