Members shipping dry bulk cargoes are alerted to a recent Transport Safety Investigation Report, issued by the Australian Transport Safety Bureau, into a cargo fire caused by the improper application of fumigant to the cargo.

Colour-coding the oxygen and acetylene lockers is a good idea to reinforce the message that it is important to keep these gases separate. This initiative is particularly useful as some crewmembers may not realise the significance of the different colours of the gas cylinders.

Maritime New Zealand issued Safety Bulletin 16-2008 to the maritime community on the importance of proper configuration of the release mechanisms on liferafts. If not properly configured, the liferaft may not be available when most needed.

21/07/2008 - Use of electronic charts, ECDIS and ENCs in New Zealand
Maritime New Zealand issued Marine Guidance Notice 08-2008 regarding use of electronic charts, ECDIS, and ENCs in New Zealand waters. In addition to providing a concise explanation of the variety of systems in use, the guidance points out that only New Zealand nautical charts authorized by Land Information New Zealand (LINZ) comply with New Zealand electronic charting rules.

When a ship enters drydock there is often a rummage around in the engine room to try and find the correct size flanges. Images on the Useful Ideas page show how, on one entered ship, the crew had fitted a plywood board in the steering gear compartment to which all flanges were temprarily secured and labelled.

Through their news service, GAC report as follows that stowaways are not allowed to be landed at Jebel Ali. Jebel Ali Port Immigration advised verbally, during the agent’s board representatives meeting, that no stowaways will be allowed to land at Jebel Ali Port for repatriation.

04/07/2008 - Better fire protection for cabin balconies on passenger ships
Amendments to the International Convention for the Safety of Life at Sea (SOLAS) to strengthen the fire protection arrangements on cabin balconies on passenger ships entered into force on 1 July 2008, along with other SOLAS amendments relating to the prevention of accidents involving lifeboats and protective coatings on ships.

The July issue of the Nautical Institute's Marine Accident Reporting Scheme (MARS) is now available for download. Issue titles include: near miss while anchoring; electrical fire; liferaft remote hydrostatic release malfunction; stowaways; fatal accident when operating ramp; ramp door near miss; and ramp door malfunction.

03/07/2008 - What will be acceptable crewmember identification?
On 14 May 2008, the US Coast Guard (USCG) issued a Notice of Proposed Rulemaking (NPRM) that would require crewmembers onboard foreign-flag and US-flag ships to carry and present upon demand acceptable identification. Vessel operators would be responsible for crewmember compliance. Comments are due on 14 July 2008.

The article 'Measurement of bulk cargoes - draught surveys' - a UK Club Carefully to Carry Committee publication, explains draught survey theory and practice to make clear the limitations of draught surveying, and best practice methods. This publication will prove useful to those in the industry requiring an understanding of draught surveys, and will also help those aboard ship understand what exactly the draught surveyor should be doing.

Members trading ships to and from the US will be interested in a new Coast Guard requirement for nontank ships to submit a response plan. Operators of tankers trading to US waters will already be familiar with the requirement to lodge an oil spill response plan with the US Coast Guard.

27/06/2008 - Ship security requirements
The US Coast Guard recently imposed new conditions of entry on ships calling on the United States after port calls in Cuba, Iran, or other ports that it has determined do not maintain effective maritime security/anti-terrorism measures. These conditions will have a particular impact on ships engaged in authorised: (1) transportation of licensed medicine, medical supplies, food, and agricultural commodities to countries subject to US trade embargoes; or (2) responses to ship casualties in the waters of such countries.
