A significant proportion of the expertise in the Managers’ offices around the world consists of lawyers who can advise Members on general P&I related legal and contractual and issues.
The legal group participates in a virtual team, meeting regularly to discuss Members’ contracts under the leadership of our Legal Director, Chao Wu. The team’s aim is to provide for best quality service and advice to Members on contract review.

Dr WU Chao has a Ph.D in law from Paris University (Sorbonne). As Legal director for Thomas Miller P&I Ltd (UK P&I Club), she is responsible for giving general legal advice, legal aspects of cover for Members' contractual arrangements, the legal aspects of P&I Club documentation, and the Rules and Bye-Laws of the Club, as well as the legal aspects of the Pooling Agreement and of Club’s reinsurance contracts.
Chao is part of the Senior Management Team and represents the UK Club on various subcommittees and working groups of the International Group, including those on Pooling Agreement, Pollution, P&I War Risks, Confirmation of Entry, IOPC Fund and Pro-rating, and others. Chao has been the chairperson of the IG Pooling Agreement Subcommittee since 2009.
Chao has been a frequent speaker at conferences and seminars worldwide over the past 22 years, and is the author of many publications, including two books for which she was awarded prizes by the British Insurance Law Association, UK and by the Institut Economique du Droit de la Mer, Monaco. She is also a recognized authority on international marine environmental law, and formerly worked for Thomas Miller (Americas), where she also became an authority on US environmental law.
Alexandra joined Thomas Miller in 1994. She is a qualiﬁed Greek and English solicitor. She joined TM(H) in 1998 and handles all types of P&I claims and FD&D disputes. Alexandra is a Senior Claims Director for Thomas Miller Defence and P&I.
Marina is an attorney and a graduate of the Massachusetts Maritime Academy. She has a US CG licence as a Third Mate . She worked for a Shipowner in operations on tankers / bulkers and has also worked for ABS . She was in the Coast Guard reserve as a marine inspector.
Ioana joined Thomas Miller in 2009 after spending four years working in another International Group P&I Club, where she handled P&I and Defence claims mainly for Greek shipowners. She is dual-qualified as a lawyer in both England & Wales and Romania and holds Master's degrees in Maritime Law from Southampton University and European Law from Paris. Ioana is fluent in French and Romanian.
Amanda joined Thomas Miller as a claims handler in January 2015 from HFW, where she worked in shipping litigation. Prior to this she worked in supply chain management for an international retailer. Amanda has recently joined LS2 from the Club’s People Claims Syndicate and now deals primarily with the German membership. A fluent German speaker, Amanda read Law at Sheffield University and Trier University. She is currently studying for the postgraduate diploma in Legal Practice (LPC) and is about to complete the International Group’s P&I Qualification. Amanda is actively involved with the London Shipping community and sits on the Young Maritime Professionals Committee for the London Shipping Law Centre.
Helen joined Thomas Miller in April 2005 from a Hong Kong shipping company. She worked for a P&I correspondent in North America and an insurance company in China before relocating to Hong Kong. Helen is a graduate of Dalian Maritime University, and has an LLM from Southampton University.
Dingjing joined Thomas Miller in May 2016. Prior to this, he obtained a PhD degree in maritime law. Dingjing supports both underwriting and legal sectors with a particular focus on Chinese business and legal issues.
Philippa joined Thomas Miller in 2014. She previously practised as a solicitor for 8 years at an international shipping law firm based in London. Prior to becoming a lawyer, she studied Mandarin at undergraduate degree level and she has also spent 3 years working as a solicitor in Shanghai.
Felix spent ten years handling claims for shipowners, a charterer and a freight forwarder in Hong Kong before joining Thomas Miller. He holds a degree and a diploma in transport management, and is a member of the Chartered Institute of Transport.
Sumit is an Underwriter, dealing principally with business from the EMEA region. Prior to joining the underwriting team, Sumit was the Syndicate Manager responsible for claims with a focus on Middle East / Indian, Turkish and South Asian Members. Sumit is a Master Mariner who joined Thomas Miller in 2012 following a career at sea primarily on tankers, LPG and LNG vessels. This was followed by a period with in an oil and gas major in the shipping, marketing and trading team. Sumit speaks Hindi, Gujarati, Marathi and Malayalam. Sumit is also a director of Thomas Miller.
Tony has specialised in handling people related claims and enquiries within the P&I environment since 1989. He joined Thomas Miller in April 2004 and was promoted to the role of Senior Claims Director in 2011.
Tony has gained a significant understanding and knowledge in this specialised and increasingly complex area, handling a wide variety of people related claims and enquiries, including contract review work, whilst he also attends and has presented at various industry conferences and seminars. In particular, Tony works closely with our Members in Japan, Greece, Croatia, Scandinavia and UK.
He represents the Club on the International Group Personal Injury Sub-Committee (IGPISC), having first joined this Sub-Committee in 1999, when working for another London based P&I Club.
Tony has also gained significant knowledge and understanding of the Philippine legal system and the handling of Philippine crew claims, and has been the Chairman of the IGPISC’s Philippine Working Group, since its formation in October 2007, and acts as the main conduit between our correspondents; the Manning Industry; Employers’ Representative Bodies; and the IGPISC. He has regularly travelled to the Philippines since 2008, on behalf of the Club and International Group. Tony is also a member of the IGPISC’s Contracts Working Group.
Adam is a qualified as a solicitor. After working for another P&I Club, Adam headed the legal and insurance department of a leading ship operating company for 7 years before joining Thomas Miller.
Laura is a qualified solicitor and joined Thomas Miller as a Senior Claims Executive in January 2016 after 12 years in private practice. Handling both P&I and Defence cases, Laura assists all Members within L4, with a particular focus on South East Asia.
Jacqueline is a qualified barrister and solicitor and handles FDD and P&I cases, as well as editor of the Club’s legal publications. She is a Director of Claims at Thomas Miller and also a member of the Club’s Legal and Environmental Teams. Jacqueline speaks Malay, French and Hokkien.
John worked for a ship agent, a shipowner and as Club correspondent in Ireland before joining Thomas Miller P&I in 1987. He currently manages London Syndicate 3, the people claims syndicate, and is responsible for the team’s operational performance and service delivery. He also sits on the Senior Claims Directors’ team, a team of senior claims executives who have the task of working alongside case executives on the resolution of major claims which account for 70 per cent of the Club’s claims payments.
Throughout his career at Thomas Miller, John has worked closely with Members involved in the cruise and ferry sectors and has particular expertise in handling passenger ship casualties and cruise curtailment claims.
