米国ニューヨーク州 - 乗組員上陸許可方針の変更について

2019年10月2日、ニューヨーク州の米国税関・国境警備局（CBP)は、ニューヨーク・ニューアーク港での上陸許可を、最低５回契約を終えた乗組員のみに制限する新方針を発表しました。この新方針は、同港エリアへの寄港時に失踪する乗組員が増加していることに対応するためのものです。CBPによると「契約」とは各航海や特定の港への寄港を意味するものではなく、乗船契約の満了までを意味するということです。詳しくは、ECM Maritime Services LLC's: Client Alert 19-2019 をご参照ください。

On October 2, 2019, the US Customs and Border Protection (CBP) office in New York announced a new Shore Leave Policy restricting shore leave in the New York/Newark port area to crew members who have completed a minimum of five contracts. CBP New York explained that this new policy was required to address the problem of increasing desertions by crew members on shore leave at the port. It has now been clarified that a "contract" of service in the context of the policy means a full contract of service and not simply vessel voyages or calls made by a crew member to a particular port.
