ILO、COVID-19状況下におけるMLC2006の運用についての見解を発表

国際労働機関(ILO)の専門家委員会は、世界各国政府がCOVID-19感染拡大を防ぐために行っている規制や措置により、2006年海上労働条約(MLC)で定める船員の権利保護に及ぼしている影響について強い懸念を表明しています。

The ILO Committee of Experts on the Application of Conventions and Recommendations (CEACR) notes with deep concern the challenges and the impact that restrictions and other measures adopted by governments around the world to contain the spread of the COVID-19 pandemic has had on the protection of seafarers’ rights as laid out in the Convention.

On 12 December, 2020, the CEACR at its 91st session (Nov. - Dec. 2020) adopted its General observation notes on matters arising from the application of the Maritime Labour Convention, 2006, as amended (MLC, 2006) during the COVID-19 pandemic. The Committee encourages ratifying States to recognise seafarers as key workers and urges ratifying States to adopt all necessary measures without delay to restore the protection of seafarers’ rights and comply to the fullest extent with their obligations under the MLC, 2006.
