The Association would like to advise Members of the new CIC to be launched by the Tokyo Memorandum of Understanding (MOU).

The CIC will focus on Harmful Substances (Marine Pollutants) carried in packaged form in accordance with MARPOL Annex III, SOLAS Chapter VII and the IMDG Code, with the campaigning lasting from September 1st until November 30th 2010.

Inspectors from Tokyo MOU will determine whether the ship has the appropriate document of compliance, whether it is provided with appropriate documentation for carrying the harmful substances as well as checking if suitable emergency procedures are in place and that crew are aware of them in the event of an incident involving harmful substances (marine pollutants). In addition, inspectors will also check that substances are marked, stowed and secured correctly.

Action taken can vary, from asking the Master to rectify the deficiency before departure to detaining the vessel. The questionnaire to be used by PSC inspectors can be found on the website below.
