India: Sea Cargo Manifest and Transhipment (Amendment) Regulations

India: Sea Cargo Manifest and Transhipment (Amendment) Regulations, 2019 - Entered into force on 1 August 2019

The Sea Cargo Manifest & Transhipment Regulations 2018 (Regulations framed under the Customs Act, 1962), were originally to have come into force on 1st August 2018. Following a number of extensions and amendments, the Regulations finally entered into force on 1 August 2019.

The new Regulations essentially replace previous regulations dealing with the timing and procedures for the delivery and filing of arrival and departure manifests and seek to streamline these processes for vessels carrying imported goods into India, vessels carrying export goods out of India as well as for vessels engaged in coastal carriage.  The Regulations also introduce some new forms which the carrier is obliged to complete.
