Dear Sirs
According to updated information from China MSA, no official notice on postponing the
implementation of pre-contracting in the new Regulation which will be enforced from
March 1st, 2010, will be issued. Further implementation guidance on OSRO assessment,
OSRO approval procedure and the detailed requirements on the pre-contract between
operators and OSROs etc. are being studied. As we know, China MSA will consider giving
an adequate grace-period to operators for the pre-contracting issue after the list of
approved OSROs is disclosed.
A standard contract including necessary contents is under consideration by China MSA.
Based on the situations above-mentioned, the probability should not be excluded that
some local MSAs would have different requirements under the new Regulation to ships. If
any need, CMS would like to help to coordinate smooth port entry. In case of URGENCY
