539 - 08/07 - The movement of scrap material to Mainland China
From 1 September 2007, receivers in China without proper registration will not be allowed to import scrap materials. After this date, the authorities will only accept and process the import of scrap materials requested by registered consignees.
Chinese authorities have required, since 2004, that overseas exporters of scrap materials to China be registered with the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ). It is now a requirement for the domestic importer in China to also be registered. Therefore domestic companies in China without proper registration and certification will no longer have their cargoes of scrap materials cleared by authorities on its arrival at the country.
AQSIQ, a central department of the Chinese government, is a law-enforcement administrative responsible for implementing inspection and quarantine and will ensure cargo arriving at Mainland China satisfies the rules, laws, and regulations of China.
