905 - 08/13 - Paris/Tokyo MOU launch CIC - Worldwide

Following Bulletin 904, where the Caribbean MOU launched a Concentrated Inspection Campaign (CIC) for MARPOL Annex I, the Paris and Tokyo MOUs will also be launching a three month CIC.

The campaign will run from the 1st September 2013 to the 30th November 2013 and will focus on the safety, working order and maintenance of propulsion machinery, auxiliary machinery, and their related alarm systems.

There are currently 45 member states of the combined Paris and Tokyo MOU, and it is expected that Port State Control Officers (PSCOs) will conduct around 10,000 inspections during this CIC.

The PSCOs will conduct inspections within their normal scope and will use a 12 item questionnaire to confirm compliance. Where inadequacies are found, the actions taken by the PSCO may be the recording of a deficiency, to the detention of the vessel until such deficiencies are rectified.
