This bulletin briefly describe the physical properties of petcoke, the environmental implications of its discharge or loss at sea, the properties and effects of petcoke cleaning agents and some of the national and international policies relating to its disposal.
As there is a wide variety of liquid cargoes carried and many different types of ships involved, the subject of sampling is very wide. This article deals with the general principles of how to ascertain the apparent order and condition of liquid goods when they are shipped and, just as importantly, how to preserve the evidence.

For the 2017 policy year, the Club retention will remain $10 million. The Group Pooling retention will remain unchanged at $80 million and continues to be insured by the Group captive, Hydra, and pre-funded by a premium contribution from each club. This premium is included in the reinsurance rates.
Risk Focus: Engine Room Fires

The UK Club has teamed up with experts in forensic investigation, Burgoynes, to produce the latest Risk Focus on Engine Room Fires. Engine room fires are one of the most common fires on ships owing to the presence of a wide range of sources of fuel, sources of ignition and running machinery. An extended period of time on board a ship without a fire incident can lead to complacency and a failure to prioritise fire prevention measures and simulated fire incident practices.
On 2 December, the USCG issued the first USCG Ballast Water Management System Type Approval Certificate to Norwegian manufacturer, Optimarin AS, the attached ECM Maritime Services Client alert 24-2016 reports.
Members will recall that substantial increases in the liability limits set by the 1976 London Convention on Limitation of Liability for Maritime Claims (LLMC) as amended by the 1996 LLMC Protocol, were agreed by the IMO Legal Committee in 2012.
Carrying Solid Bulk Cargoes Safely

Lloyd's Register, UK P&I Club, and Intercargo have released an update to the popular International Maritime Solid Bulk Cargoes (IMSBC) Code pocket guide, designed for ships' officers and agents who arrange cargoes for loading.
The Club would like to alert Members with ships entering Canadian waters that Transport Canada have issued a bulletin stating that marine safety inspectors have begun verifying compliance with the 0.1% sulphur content requirements for marine fuel used on vessels, subject to the North American Emission Control Area (NAECA) of the MARPOL Convention.
Tackling Cargo Liquefaction

The final phase-out date for all single-hull tank vessels and all single-hull tank vessels with double sides or double bottoms, 46 USC 3703A, to operate carrying oil in bulk in U.S. waters, including the Exclusive Economic Zone, is 1st January 2015.
In a public statement of 8th November, the US Coast Guard Sector Anchorage announced increased enforcement of tank vessel response plan (VRP) requirements including monetary penalties for operators in violation of those federal regulations.
