中国の港における不適切な国旗掲揚による罰金について

UK P&Iクラブでは、最近、中国の港で不適切な国旗掲揚により罰金が科せられ、裁量による決済が必要となった案件が数件報告されました。

メンバーの皆様は船舶が寄港する際には、国旗を正しく掲揚することが必須要件であることを乗組員へ再確認していただく必要があります。　全ての国旗は損傷・汚損のない良好な状態で掲揚されなければなりません。

当クラブのルールでは、罰金に関わるクレームはメンバー委員会の裁量による決済が必要となっています。現地コレスポンデンツHuatai Marineは、中国寄港時に中国国旗を正しく掲揚することの重要性に焦点を当てた回覧を発行しました。回覧全文は以下リンクよりダウンロードのうえご確認ください。

The UK Club has recently handled several discretionary claims related to fines imposed for improper display of flags while in Chinese ports.

Members should remind their crews that correctly displaying flags is a mandatory requirement when ships call into ports. Different jurisdictions may enforce this rule to varying degrees, but ensuring that the vessel properly displays the Port State and Flag State flags, along with any other flags required by local authorities and customs (such as but not limited to Flag B, Flag Q, etc.), is an important aspect of good seamanship.

All flags must be in good condition, free from tears or dirt, and hung correctly.

As a reminder to Members, all claims related to fines are discretionary under the Club’s rules.
