The UK Club have received the attached circular from correspondents GLOBALPANDI, regarding traffic restrictions in Venezuelan ports.
The UK Club have received the attached circular from local correspondents Huatai, regarding vessels making contact with fishing nets in Ningde waters in China.
The Club have been advised of Member vessels being detained by the Indonesian Navy whilst anchored in Indonesian territorial waters. Many of these detentions are occurring in vessels anchored in waters around the island of Bintan, in the Eastern portion of the Singapore Straits.
The UK Club has received the attached circular from the Port of Fujairah Marine Department, regarding a recent ban on open loop scrubbers within the port.
The UK Club has received the attached circular from our local correspondents, Huatai Insurance Agency & Consultant Service Ltd, regarding the prohibition of discharging waste water generated by open-loop exhaust gas cleaning systems (Scrubbers) within Emission Control Areas in China.
Reference is made to the most recent update from the Club, giving notification of the new tariff for pollution fines in Turkish waters. Particular attention should be given to the fact that these administrative fines imposed by the Environmental Protection Agency, pursuant to the Turkish Environmental Code (EC), are drastically increased in comparison to previous tariffs.

The UK Club have received the following client alert from ECM Maritime Services, regarding the updated IMO list of national operational contact points, as well as the SOPEP/SMPEP annual review.
The Shanghai Maritime Safety Administration (MSA) issued updated interim guidelines governing the navigation, mooring, and operations of ships in the Shanghai port.
The International Maritime Organization (IMO) issued an updated list of national operational contact points dated July 31, 2018.
Members are referred to the Alert issued by the Association on 21/04/2017 relating to the Panama Canal Advisory A-15-2017: Modification to Fuel Requirements in Canal Waters.
The Club have received the following NATO request for ship operators to report any instances of GPS or AIS interference in the Mediterranean.
Members are advised that there will be temporary restrictions in place in the vicinity of Sentosa Island during the planned summit between US President Donald Trump and North Korean leader Kim Jong-un.
Members may recollect previous bulletin by the Club which covered developments in bunkering in Singapore. The Maritime Port Authority of Singapore (MPA ) had mandated that all Marine Fuel oil delivery in Singapore after the date of 01 January 2017 was to take place with the use of Mass Flow metering (MFM) system.
