The UK P&I Club have received the following circular from local correspondents Huatai, regarding record low temperatures in North China and icy sea conditions.
The Club has recently been notified through various sources about a newly enforced Yellow Fever quarantine requirement for individuals, vessels and cargo entering into China from certain countries as announced by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) website Announcement No. 11/2018, dated 19th January 2018.
On Nov 3, 2017, Hainan MSA issued a Notice on Implementation Scheme of Ship Pollution Control to enhance the supervision and management of prevention and control of ship pollution in the area of Hainan province, including the coastal ports of Yangpu, Haikou, Sanya and Basuo as well as the Qiongzhou strait. The UK P&I Club have received the following update from its local correspondents on the issue.
The Club wishes to bring to Members' attention that during the recent XIX Party Congress in Beijing, the local authorities in China implemented enhanced security measures at all ports. We were aware of a number of cases where crew members were required by local authorities to surrender their mobile phones or other electronic devices for inspection when ships call at ports in China. Those inspections appeared to have been conducted at random, of if a ship was specifically identified as posing a security threat.
Special regulatory and control measures are to be taken on the Yangtze river in China, from 00:00hrs 12.10.2017 until 24:00hrs 26.10.2017.

Update on low sulphur fuel requirement to be implemented in all ports within Yangtze River
Low sulphur fuel requirements were implemented in all ports within the Yangtze River from 1st September 2017. The UK P&I Club have received the following update from its local correspondents on the issue.
From 1 September 2017, in Jiangsu and Zhenjiang provinces, the requirement of all ships at berth (1 hour after arrival and before departure are excluded) using low sulphur bunker (not exceeding 0.5%mm) is geographically expanded from the major ports to all ports within these two provinces.
UK Club correspondents have issued a circular on the low Sulphur fuel requirement to be implemented in all ports within Zhejiang ECA, China which include Ningbo, Zhoushan, Jiaxing, Taizhou, etc. from 1st Sep 2017.
South Korea - notice of amendment to the regulations on the imposition and collection of oil spill response costs
The Club has been advised by our local correspondents that the Korea Coast Guard (former Ministry of Public Safety and Security) issued a notification stating that they have amended the regulations on the imposition and collection of oil spill response costs on 30th June, which will take effect on 1st September 2017.
The Club has recently been notified by our correspondent in China, Huatai, of Typhoons "HATO" and "PAKAR", which landed in southern China on 23rd and 27th August 2017 respectively.
