1105 - 06/16 - Customs Fines in Nikolaev Port - Ukraine
The Association would like to advise Members of possible customs fines being incurred in Nikolaev Port, Ukraine.
The Association has seen a large number of cases in recent months where customs fines have been imposed on foreign-flagged ships for failure to declare the ships' stores and any goods on board prior to entering port.
Members are advised to follow ship agent's recommendations and declare everything that is needed (medicines (drugs), cash both that of the ship and the crew members' personal savings, barrels/tins of paint or oil are some of the items to be declared), in order to avoid fines. Ship's agents in Nikolaev generally provide Master/Owners with Customs' requirements in their pre-arrival notices.
Bunkers are also to be declared. The Nikolaev Customs' officers carry out a bunker survey of fuel and diesel oil and if there is any discrepancy between their findings and the figures declared by the Chief Engineer, a fine is most likely to be imposed. The sum of the fine is also rather large - it is calculated as double the cost of undeclared goods. Inaccurately declared bunkers lead to particularly high fines.
