China ECA'S update
China MSA have strengthened enforcement of the low sulphur fuel regulation (with sulphur contents no more than 0.5%) at all 11 core ports since 1 January 2017. It is said that MSA Tianjin has recently imposed penalty against a ship in violation. Members need to be vigilant in compliance of the regulation to avoid penalty and ship delay.

China: Revised Ship Routeing and Reporting Systems of Qiongzhou Strait – From 1 April 2022

The UK Club’s Correspondents, Huatai Marine, report that on 28.02.2022, China MSA announced a modification to the Routeing System and Ship Reporting System of Qiongzhou Strait which have been operating for over 15 years. Huatai Marine explain the main modifications to the systems which will come into force on 01.04.2022.
On 17 March 2022 the UK Government published a General Trade Licence in part to clarify earlier amendments to the UK Russia (Sanctions) (EU Exit) Regulations (the “Regulation”). Specifically, the licence addresses the issue as to whether it is lawful under the Regulation for insurers and reinsurers domiciled or operating from the United Kingdom to provide insurance for vessels calling at Russian ports or transiting Russian territorial waters.
On 29 March, China MSA issued their updated Guidance on the Prevention and Control of Covid-19 Onboard. This is an update on Version 1.0 issued on 17 March. The UK Club’s Correspondents, Messrs Huatai, have helpfully summarised the amendments in their Circular Ref No.: PNI [2020] 05. The main amendments are the introduction of guidance on crew change operations and precautionary measures to minimise an “overseas epidemic".
