The Club has recently been notified of an increase in Port State Control (PSC) detentions experienced by Singapore ships, due to sewage treatment plant defects.
On 14 January 2019, the Singapore Parliament passed the Merchant Shipping (Miscellaneous Amendments) Bill. The main objectives of the Bill are to amend the Merchant Shipping Act to implement i) the 1996 Protocol to the 1976 LLMC; and ii) the International Convention on Salvage, 1989.
As Members may be aware from previous bulletins on the subject, new regulations related to Fuel Oil sulphur content will come into force from 01 Jan 2020. To prepare the maritime industry, various port states have released guidance on how changes will be implemented.
20th Anniversary- Singapore office

Our Singapore office is celebrating its 20th anniversary. The anniversary was marked by a celebratory dinner on 31st October 2018 at the Pavilion Room, Conrad Centennial Singapore.

The Maritime and Port authority of Singapore (MPA) has released a port circular regarding the control of smoke emissions by vessels in Port.

The Maritime Port Authority of Singapore (MPA ) had mandated that all Marine Fuel oil delivery in Singapore after the date of 01 January 2017 was to take place with the use of Mass Flow metering (MFM) system.
